The Los Angeles County-Civil Grand Jurors' Association (LACO-CGJA) is an organization dedicated to supporting and advocating for the recognition and better understanding of the Los Angeles County Civil Grand Jury's service to the public. Grand Jury reports can lead to effective local change, but during our terms of service, we have found that many people in the public and private sector do not know that this resource exists. LACO-CGJA abides by the motto:

Through our efforts, LACO-CGJA aims to promote transparency and accountability in local government, ensuring that grand juries can fulfill their critical role in public oversight.

A Civil Grand Jury is a distinct entity from a criminal grand jury, focusing primarily on oversight and investigation rather than criminal charges. Its primary role is to examine the operations of local government and various public agencies to ensure they are functioning effectively and within legal boundaries. it’s a way for regular citizens to have a direct impact on government oversight and ensure accountability in the public sector.
Typically, a group of citizens determined by a County’s population size is selected to serve on the Civil Grand Jury. In Los Angeles, 23 volunteer citizens are selected to serve from July 1st through June 30th the following year. Their responsibilities include investigating complaints, reviewing government actions, and assessing whether public agencies are meeting their obligations appropriately. They may also propose recommendations for improvements or changes based on their findings. Any recommendations made to a Department or Agency are required to be responded to within ninety days from receiving the report.
The results of these investigations are compiled into formal reports, which are made publicly available July 1st of every year. These reports can be influential, often bringing to light issues and suggesting reforms that may lead to significant changes in local government practices. In essence, the Civil Grand Jury serves as a mechanism for enhancing governmental accountability and transparency through local citizen involvement.
